Earlier this year, the chairman of the Anti-Corruption Committee (PACAC), Professor Itse Sagai, visited TETfund headquarters, based on allegations of strict policies from the agency's boss Dr. A. Baffa. The inconclusive chairman of PACAC, who is of a high moral and caliber nature, after careful examination came to the conclusion that "we are impressed by the development in TETfund, and we urged the agency to maintain good work." He added that TETfund respects the ongoing fight against corruption, and has many good attestations in this regard.
Surprisingly, the Center, called the Center for Public Accountability (CPA), distributed the Commission on Economic and Financial Crimes to the allegation of political corruption in the agency published in the Daily Trust on August 29, 2018. An allegation that can be called the most mischievous, political witch-hunt, with the final motive for tarnishing a good image of the TETfund boss. Obviously, the CPA has no idea who the TETfund boss is, and the center does not have information about the current reforms in TETfund.
If the word "integrity" means the quality of having strong moral principles, then Dr. AB Buffa personifies integrity. The TETfund boss has no cutting angles. When it comes to standards, a person simply does not compromise, you either do it right, or do not get anything. Unfortunately, this is a landscape that most TETfund beneficiaries are not familiar with or comfortable with; business is not as usual. It is possible that the CPA does not know, Dr. AB Buffa invited the EFCC to study all activities of TETfund.
Immediately after his appointment as Executive Secretary, he maintained contact with the Federal Internal Revenue Service (FIRS), which is the body responsible for collecting 2% of the education tax (ET), estimated profits, the position of the general accountant, and the Central Bank, to make sure that TETfund receives what is due to it, and to observe a joint participation ratio that is 2: 1: 1: universities, polytechnics and education colleges, respectively.
After receiving presidential approval, Buffa suspended special intervention projects (SIP) and changed the name to "zone intervention", given that the annual direct payment for subsequent years prior to his appointment was only 20% of the allocation, while the special intervention was 80% Interestingly, TETfund made a saving of about $ 78 billion, which was aimed at implementing so many unfinished projects.
Contrary to the CPA's statement that TETfund violates established contracting procedures, contracts are awarded only on merit after meeting the standard requirements set by the Bureau for public procurement.
Dr. Buffa is the first TETfund boss who strikes at contractors who disappear after collecting the first tranche and those who make false claims to projects. All cases when they were identified and resolved in cooperation with law enforcement agencies.
Another important area is the training and development of academic staff (AST & D), which is an intervention in capacity building, mainly aimed at building the capacity of scientists working in higher education institutions to create opportunities for higher education in the country and abroad. Some beneficiaries were given permission to study in Europe, but they were in African countries, some received a doctorate permit, but registered for a master's degree, and the worst among them were those who collected money and refused to go. The TETfund boss has put working mechanisms that have identified and restored such distractions, and watch out for further developments. In connection with the new reforms, initial allocations for the ACT and D are triple and are considered the highest since the establishment of the TETfund, despite the reduction in tax collection.
For prudence and accountability, Dr. Buffa initiated Access Clinic, a prospectus, where TETfund beneficiaries must perform until further access to funds. Sacrifice from the success of the clinic Access, so far more than half the gap from the shortfall has already been cleared.
